If you have a Target REDcard and/or an AMEX for Target card, you may have received an email from American Express confirming that credit card loads are no longer allowed. Normally AMEX is quick about telling you about policy changes.

Kinda interesting that it's been nearly a month since you could use a credit card to load your Target REDcard or AMEX for Target and they are just sending out an email now? Makes me wonder if credit card loads were still possible in some states.
